The Housing Opportunities Collaborative (HOC) is a 501(c)(3) non-profit organization consisting of HUD approved housing counseling agencies, community and nonprofit organizations, and city jurisdictions that support all aspects of homeownership and housing rights and responsibilities. Partners of the Housing Opportunities Collaborative started the Housing Summits in 2004. The Fair Housing Council of San Diego sponsored the initial Housing Summit. In Spring 2005, Vino Pajanor of Higgs Fletcher & Mack invited leaders of the Ethnic Minority Bar Associations of San Diego County to discuss a more coordinated effort to give financial and homebuyer education and to discuss predatory lending. Coordinated by Myrna Pascual of the San Diego HUD Field Office, monthly meetings then started to develop a vision and to establish this separate nonprofit organization. Encouraged by various cities, housing counseling agencies, and the San Diego Foundation, HOC formally incorporated in December 2006. HOC Committees urged more resources for distressed families, training for the housing counselors, and more concerted community education and testing. The subsequent meetings focused on educating and assisting homeowners. The HOME Clinics (Homebuyer Mobile Education Clinic) started in June 2007 to assist distressed homeowners having problems making monthly mortgage payments. Today, HOC provides educational training and community resources to assist families at risk of housing displacement.
